((This is one hypothesis of how werewolves work, based around what I think is physically possible. If you're going to claim it's wrong, tell me why you disagree))
Werewolves are created by a symbiotic "virus" that causes a whole bunch of effects, apparently triggered by the moon-phases, hence why contact with any of a werewolf's body-fluid (and, since they usually get some sort of arm injury during a heavy fight, and the mouth of course has saliva, it is rather unavoidable to get such contact from an attack) can cause the same effect on the victims, if they survive (they only do if the werewolf is killed or scared away)
Transformation like in the movies can of course only happen in the movies, but if we completely ignore the evolutionary patterns (which is allowed, because it's not like they haven't been wrong before) you can get close enough that a really scared villager getting a glimpse of the werewolf before fleeing could think it's a real wolf, especially since the werewolves probably want people to think this.
The transformation is also why they eat so much, it takes enormous energy to transform.
The whole "vulnerable to silver" thing, it's (of course) a lie (don't worry were-wolves, no one's going to believe me). They merely really like silver, since it's a "moon metal", so they came up with an idea to get more while at the same time giving themselves an advantage. If werewolf hunters use silver, not only could they notice when someone was out to hunt them, they would be fighting silver with steel, a rather huge advantage. Everyone who actually used the silver weapons only had a couple of seconds to think "Oh damn, it didn't work" before dying, so no one survived to tell the tale (and if anyone did, they became werewolves due to infection)
As for being immortal to steel. It's also a lie, but most likely one caused by the fact that the "battle rage" the werewolves can enter makes them ignore pain, and their fur coat is much thicker than a normal animals, and so they kept charging at the humans even after having been shot.
And they do heal quickly, but they can't regenerate limbs.
